Domestic dogs are believed to be behind an animal attack in Costilla County that killed a woman in her 60s back in January, according to local law enforcement.

Cooper Jo Frederick, 24, was previously arrested for the incident on March 14. Frederick was charged under state code with two counts of possessing an incendiary device and one count each of manufacturing an incendiary device, criminal mischief in the amount of $5,000 to $20,000, and use of an incendiary device in a felony.
