FORT COLLINS, Colo. — The Fort Collins City Council will decide Tuesday if people should have to pay for shopping bags.

A final vote is scheduled Tuesday on a 10-cent per-bag fee at grocery stores in the city. Two options will be debated: Whether the fee would apply only to grocery stores while the other option would require all retailers to charge for a bag.

The fees would go back to the stores, which would then have to spend at least half the money to provide reusable bags.
