ASPEN, Colo. (AP/KDVR) — Pitkin County announced it will require visitors to sign an online affidavit that states they had a negative coronavirus test at most three days prior to arrival or, once arriving, that they will quarantine until they test negative or until 14 days has elapsed.
The county implemented the measure on Tuesday and it will take effect on Dec. 14. Pitkin County is home to Aspen’s four ski areas — Aspen Mountain, Aspen Highlands, Buttermilk and Snowmass — and will be the only county in the state with similar requirements.
A visitor constitutes anyone who arrives to Pitkin County for an overnight stay from outside of Pitkin, Eagle or Garfield counties.
Certain groups are exempt from the order, such as those commuting for work or school, seeking medical treatment and military personnel. Permanent residents are exempt; however, those who own a second home but do not live there full-time are expected to follow the new requirements.
In a video call Friday, county officials said the idea was modeled after a similar program in Maine that was implemented over the summer. Despite rising COVID-19 cases, Maine has kept its seven-day average positivity rate low compared to other states. Recent data from Johns Hopkins University shows it currently sits around 2.1 percent.
The latest Pitkin County Epidemiology Report shows an 11.60 percent positivity rate over the last 14 days.
“Our ability to return to more normal levels of activity is going to be through our success in public health. We feel this is a good tool,” said Jon Peacock, Pitkin County manager.
Failing to comply with the traveler affidavit could result in a $5,000 fine. Peacock says they don’t plan to regularly ask visitors for documentation relating to the affidavit unless public health workers are investigating a potential threat of COVID-19 spread in the county.
“We think everyone wants to be safe when they travel and when they return home to their friends and families. We think we’re going to have good voluntary compliance on this program,” said Peacock.
