A little more than 400 people out of 1,991 who were evacuated when the fire broke out Saturday remained evacuated before the change in status Thursday at 8 p.m.
Eight homes and seven outbuildings have been destroyed.
Two Alabama men, Jimmy Suggs, 28, and Zackary Kuykendall, 26, are believed to have started the fire by failing to properly extinguish a campfire. They were formally charged with arson on Wednesday.
